Do
1. Start with an anonymous, gentle approach.
2. Notify your landlord or homeowners association (HOA).
3. Ratchet up the approach to the neighbor.
4. If the problem is an outdoors dog - use technology and remain anonymous.
5. If technology or letters don't work, start keeping a log.
6. File a report with law enforcement.
7. Sue in Small Claims Court.
8. Get a lawyer.
9. When all else fails, move but disclose the barking.
